What are NBSAPs?

A National Biodiversity Strategies and Action Plan (NBSAP) is submitted under Article 6 of the Convention on Biological Diversity (CBD) which states that each Contracting Party shall, in accordance with its particular conditions and capabilities:

  1. Develop national strategies, plans or programmes for the conservation and sustainable use of biological diversity or adapt for this purpose existing strategies, plans or programmes which shall reflect, inter alia, the measures set out in this Convention relevant to the Contracting Party concerned.
  2. Integrate, as far as possible and as appropriate, the conservation and sustainable use of biological diversity into relevant sectoral or cross-sectoral plans, programmes and policies.

Article 6 creates an obligation for national biodiversity planning. A NBSAP reflects how the country intends to fulfil the objectives of the Convention in light of specific national circumstances, and the related action plans will constitute the sequence of steps to be taken to meet these goals. It provides national-level strategic direction on the protection and management of biodiversity within a country and are the main tool guiding the Global Biodiversity Framework (GBF) at national level. Each party to the CBD is expected to review or update its NBSAP to align it with the GBF Goals and Targets.
